Tier III Bantams & under
State Closed League
Consists of State Leagues at all Tiers for Bantam, Peewees, Squirts & Mites; Girls U14, U12, U10, and U8. All Closed State League are only eligible to Associate members within MEAHA and have been designated with assigned geographic cities, towns and townships and listed on Amendment 1. Each geographic area shall be represented by one association for membership within the MEAHA Closed State League play. From time to time, the composition of districts will change and may consist of different towns or regions than originally approved by the MEAHA. Any change, alteration, amendment, and/or composition to a geographic district and/or association, or the formation of a new geographic area and/or association, shall be only upon and with the expressed permission of the MEAHA. The geographic districts shall be listed upon and be included per Amendment 1 attached hereto, which shall be reviewed and approved at the annual meeting of the MEAHA
Player Policy
*State Association’s teams (Youth Bantams & younger and Girls U14 & younger) may not have rostered players on Tier II teams as well as Tier III or Tier IV teams; Tier III players may not be rostered on Tier II and Tier IV teams; Tier IV team players can not be on Tier II or Tier III; and U14 & U12 Tier II/ House Girl teams players be on Tier II, Tier III or Youth Tier IV teams.
- State Association Teams= All teams eligible to play within MeAHA Leagues and Tournaments and are listed under Amendment #1 in MeAHA By-Laws.
Player Transfer Policy
Tier II- Youth or Girls
All players playing on a Tier II Bantam, Peewee or Squirt, must resided within that Zone’s region (see Region’s Section). Players may not transfer from one zone to another; unless approved by the State Executive Board and under circumstances only if players residing area does not offer a team at that players age level. Before players are accepted on this team all accounts must be current or arrangements must be made with the players last year’s association before start of the season play.
Tier III- Youth or Girls
All players may only tryout for one (1) Tier III team per year and must tryout for a program within that players region. Players may request a transfer from their association before tryouts and must follow the procedures of the Transfer Policy Release Form (see website for form) and must have signed copy before stepping on the ice for the receiving associations’ tryout. Transfer will not be allowed if the Tier III programs within that Zone is regionalize unless teams are not offered within that zone of that players age level. All accounts must be current or arrangements must be made with the players last year’s association before transfers would be allowed.
Tier IV- Youth or Girls

Youth Leagues
Tier II- Cost per team waived by MeAHA
The travel season will begin next to last Friday in October and will end 2nd Sunday in February of each season and will include all make-up games. Final Standings will be calculated on following Tuesday based upon games completed. In the instance where a league game has not been completed by that Tuesday, the game will be scored as a 1-0 win for the home team and each association involved will be fined.
Round Robin State Tournaments will be played on 3rd weekend in February for Squirts, Peewees and Bantams to determine the two teams who will play for State Championship on the last weekend of the month of February.
Tier III- Cost per team $50
The travel season will begin next to last Friday in October and will end either the first Sunday in February or the 2nd Sunday depending on amount of teams playing within the league and must include all make up games. Final Standings will be calculated on the following Tuesday of the close of the season. In the instance where a league game has not been completed by that day, the game will be scored as a 1-0 win for the home team and each association involved will be fined.
State Tournament play in games only if age division exceeds 8 teams and will be played on the 2nd weekend in February at a location TBD by the State League along with times and exact dates.
Round Robin State Tournaments will be played on 3rd weekend in February for Squirts, Peewees and Bantams to determine the two teams who will play for State Championship on the last weekend of the month of February.

Tier IV Leagues
Girls U12 & U14
Schedules & Game Sheets & Game Reporting:
Schedule
All Tier II & Tier III teams’ schedules must be posted on MeAHA League’s website by the 2nd Monday in October. Any schedule not turned in shall carry a fine of $25 per team. Any subsequent changes in Scheduled League games must be reported within one week of change and updated on the MeAHA website
Game Sheets & Reporting
Only MEAHA official score sheets will be used. All league games must be reported by the “HOME Team” electronically by the first Tuesday after games completed. Any game not reported by this date will carry a fine of $25.00. Any missing game report sheets and/or unpaid fines must be paid prior to the State Tournament or the team/teams involved will be automatically eliminated from the tournament regardless of their standing. They will be required to pay the State Tournament fee.
All game sheets must have a computer label listing all players, # of jersey, coach’s names, coaching certificate #, and level. Tier II & Tier III teams must complete 10/20 including State Tournament.
Coaches
Immediately before the start of the game, count the number of players on the opposing team’s bench and compare this to the official game sheet label. If a discrepancy exists, immediately notify the referee. Any players injured should be listed on the game sheet and noted as injured (this will apply to the 10/20 rule). Any player serving a game misconduct must be present, listed, and noted as serving the game misconduct (this will not count as a game towards the 10/20 rule).
Any coach putting a player(s) on the roster, who are not on the bench may be subject discipline action with the MEAHA Discipline Committee.
All Coaches Certification will follow USA Hockey yearly requirements which are stated within USA Hockey’s Annual Guide and posted on USA Hockey’s website. All requirements must be completed by December 31st of that season’s starting year (ie 12/31/10 for the 2010-11 season)
STANDINGS:
The final standings for all travel divisions will be determined by the following:
A. Total points based on win/tie/loss.
B. In the event two teams are tied,
1) The first tie breaker is head to head competition.
2) Second, Plus Minus in league games played against each other will be used.
3) Third, Goals for divided by goals against in those games will be used. The team with the highest quotient will be the highest seated team.
4) Fourth, Plus Minus with all teams during the season
5) Fifth, Goals for divided by goals against in all season games will be used. The team with the highest quotient will be the highest seated team.
6) Sixth, Coin toss
C. In the event more than two teams are tied,
1) First, Plus Minus in league games played against each other will be used.
2) Second, Goals for divided by goals against in those games will be used. The team with the highest quotient will be the highest seated team.
3) Third, Plus Minus with all teams during the season
4) Fourth, Goals for divided by goals against in all season games will be used. The team with the highest quotient will be the highest seated team.
5) Fifth, Coin toss
OFFICIALS:
The two person system will be used at all levels.

Game Times & PENALTIES:*
Games shall be 3 periods of 12 minutes play within an hour curfew game. If at the start of the 3rd period, the referee or rink staff feel the time left does not allow a full 12 minute game with stop time, adjustments should be made to with reducing time within the period and going to running time, allowing the last 2 minutes to be stop time play. However, this is always determined by the Rink and the referees and objections or protests are not allowed.
MINOR PNALTY 1:30 MINUTES
MAJOR PENALTY 3:00 MINUTES
MISCONDUCT 6:00 MINUTES
MATCH PENALTY OR GROSS MISCONDUCT:
Player/Coach must leave the game immediately and cannot return to playing hockey (practice and games) until a hearing with the MEAHA Discipline Committee.
GAME SUSPENSION:
MEAHA Game Misconduct Penalties will follow USA Hockey Rules, in which the player(s)/Coach(s) whom receive a Game Misconduct will sit out that Team’s next scheduled game(game must appear on that team’s schedule at the time of the infraction).
The player/coach may be required to sit out more than the one game suspension based on the teams, associations, or league, in which the penalty occurred, rules. THE REFEREE’S DECISION ON ALL PENALTIES ARE FINAL!
Game Misconducts:
1) Players receiving 5 Game Misconducts during the teams’ season (approved 2008-09) (including tournaments, non league play or league play) will be removed from the team for the remainder of the season.
2) Coaches receiving 3 Game Misconducts during the teams’ season (approved 2008-09) (including tournaments, non league play or league play) will be removed from the team for the remainder of the season.
RULES:
The USA Hockey Official Rules of Hockey will be used as official playing rules. There will be a 3-minute warm up time before each game. All games will be in 3-12 minute stop time periods. If during the third period it is apparent that the game cannot be finished in the allotted time, the referee may call to the Off Ice Official (Time Keeper) to go to running time. Both head coaches on the bench will also be notified of this. After notification, the time keeper will allow the clock to continuously run. However, THE LAST TWO MINUTES OF THE 3RD PERIOD MUST BE STOP TIME!!! NO TIME OUTS WILL BE ALLOWED.
After the end of the game all teams will line up at center ice and shake hands in show of good sportsmanship.
SPECTATOR CONDUCT:
According to the USA Hockey Official Rules of Hockey ZERO TOLERANCE policy, On Ice Officials are directed to stop play when parents/ spectators displaying inappropriate and disruptive behavior interfere with spectators or the game. The On-Ice Officials will keep the game clock running and identify violators to the respective coach for the purpose of removing parents/ spectators from the game area. Once removed, play will resume. Lost time on game clock will not be replaced and violators may be subject to further disciplinary action by local governing bodies. This inappropriate and disruptive behavior shall include:
- Use of obscene or vulgar language in a boisterous manner to anyone at any time.
- Taunting of players, coaches, officials or other spectators by means of baiting, ridiculing, threat of physical violence or physical abuse.
- Throwing of any object in the spectators viewing area, player’s bench, and penalty box or on ice surface directed in any manner as to create a safety hazard.
DISCRIMINATION:
Using obscene gestures or racial/ethnic slurs on the ice or anywhere in the rink before, during or after a game will not be tolerated; any such incident should be immediately referred to the Game Officials. Player/coach should be assessed a game misconduct. It will further be reported to the MEAHA Risk Manager, risk@meaha.com and the local governing association’s president.
